Since a limited account cannot send invites and one needs to be on the friend list to receive the card, I wanted to be certain that spending on the gift card alone (without having to add wallet funds or buying games) would grant access to the invite feature (and others). To be candid, my cousin (who doesn't have a Steam account) is planning to present a digital gift card to our nephew based on my suggestion. Anyways, thank you for the clarification. As the gift card is from the site itself, purchasing it should count as spending on Valve, even if the account buying the card isn't adding any amount to their Steam Wallet balance.
